The certification was given by Software Engineering Institute (SEI) of Carnegie Mellon University, the inventor of the CMMI and the most prestigious CMMI certifier in the world.

The scope of this certification covers both software development and system integration. . In terms of this scope, the ICL of ITRI is the first in the nation to pass Level 3 certification in this category.

The Capability Maturity Model Integration (CMMI) for systems and software is a process improvement framework that organizations can use to improve their ability to build and maintain quality products and services. Believing in CMMI’s credibility in improving R&D process management. the ICL has first launched the CMMI process since 2002 and passed Level 2 certification in 2003.

As an example of quality management, the ICL executed Mobile Number Portability System Development Project in the framework of CMMI process, and successfully supported Taiwan’s first Number Portability telecom service deployede since 2005." The ICL continues to work for CMMI higher level certification and also shares the experience with the other labs of ITRI and the private industry so as to help enhance the overall software development integration capabilities of Taiwan industry.
